Filing Deadlines for the 1st Meeting of Council Period 25
Below are filing guidelines related to the first Legislative Meeting in January (1/3/23).

Winter recess begins on December 23rd and the next business day will be January 3rd at 9:00 a.m. Legislation may not be filed during recess.
The agenda for the inaugural Legislative Meeting will consist of 2 legislative categories:
(1) Final reading of all temporary legislation approved on December 20th (automatically added)
(2) Emergency legislation
You may circulate notices at any time. The following deadlines are ceilings and not floors; you are encouraged to circulate your measures early!
Wednesday, December 28th at noon
The following requests should be email circulated to all members and staff:
Requests to move emergency legislation, including [draft] copies of accompanying legislation.
Notices of new business.

Friday, December 30th at noon
Notice of an Amendment in the Nature of a Substitute and a redlined ANS must be email circulated to all members and staff. Filing instructions are below.
Friday, December 30th by 6:00 p.m.
Notices of amendments and copies of the amendment must be email circulated. Filing instructions are below.
Tuesday, January 3rd by 10:00 a.m.
Notices of Amendments in the Nature of a Substitute and accompanying ANS (a redlined version. Please file a combined PDF document with the notice and the ANS via LIMS e-Filing portal at lims.dccouncil.us/efliling.
All amendments must be filed via LIMS e-Filing.
Final (signed) copies of emergency legislation. Please file Word and PDF versions via the LIMS e-filing portal at lims.dccouncil.us/efliling.
All emergency legislation and all amendments must be accompanied by a Fiscal Impact Statement and a Legal Sufficiency Statement.
Introductions of New Legislation
You may file legislation beginning at 10:00 a.m. on Tuesday, January 3, 2023. As a courtesy to your colleagues, please reserve the first hour of the business day (from 9:00 a.m. to 10:00 a.m.) for filings to be considered at the noon Legislative Meeting.
All legislation filed between 10:00 a.m. on Tuesday, January 3, 2023 through 10:00 a.m. on Friday, January 13, 2023 will be included on the Secretary's Log of Introductions for the Committee of the Whole scheduled for January 17th.
A committee may not consider a measure until it has been officially referred (i.e. included on the Secretary's Log of Introductions).
There will be no introductions from the dais. Introductions may be e-filed with the Office of the Secretary via the LIMS e-filing portal at lims.dccouncil.us/efiling.
All filings must include the introducing member(s) signature at time of filing.
All introductions must include a Word and PDF version of the document.
An introduction statement that accompanies your introduction is helpful for public access so it is strongly encouraged.

The Office of the Secretary communicates updates via email connected to LIMS e-filing, and notations sent to your dashboard. Please refer to the dashboard for status updates.
